In a commentary for ISN Security Watch, I argue that beyond contributing to a decrease in bilateral trade, deteriorating diplomatic ties between Colombia and Venezuela are exacerbating security risks at a fragile border.

Before the first round of elections, it looked as if post-election alliances would determine who would be the country's next president. Now that the contest doesn't seem to be such a nail-biter, these alliances are looking less and less important in terms of deciding the outcome.

Nevertheless, the alliances are important, especially in terms of support in congress. Plus, it is interesting to see how each party has responded to the news.

As Ecuador tries to rid itself of blacklisted status, the country remains at risk for drug trafficking and fraud.

The frequent changes in strategy and attempts at structural reform of the banking sector highlight the importance the Ecuadorian government lends to getting off the blacklist. As long as Ecuador remains on the blacklist, it remains vulnerable to downgraded credit ratings and skepticism from international creditors. This may lead to a halt of lines of credit from international sources, a much-needed source of income Ecuador can use in public security investment to battle rising levels of delinquency and street crime.

The BBC reports on the arrest on 29 March 2010 of a presumed leader of the gang “Los Aztecas” involved in the shooting of two US citizens and the spouse of a Mexican employee at the US consulate in Ciudad Juarez on 13 March 2010.

This may have been welcome news for a city and country where impunity reigns and police often arrive too late. The arrest of the Aztecas leader could suggest that the system works. Mexican authorities were under a lot of pressure to produce a suspect, and, in joint efforts with US authorities, they were able to do so. This could bode well for the recently announced updates to the Merida initiative as evidence that joint cooperation works.

Diplomatic relations between Colombia and Venezuela have been at the front lines since a Spanish judge accused Venezuela of assisting FARC rebels on March 1, two years to the day after a raid by Colombian soldiers in Ecuador prompted one of the worst regional diplomatic disputes in recent memory.

The claims aggravate a sensitive issue between Colombia and Venezuela. For the past eight years, Alvaro Uribe has made eliminating the FARC the key piece of his strategy to improve security in Colombia. Last week, he pledged to dedicate his remaining months in office towards this end. The accusation that a neighboring state is helping the very group Colombia is trying to destroy, while Colombia is helping the very ally (Washington) the Bolivarian Revolution is trying to topple, has a lot to do with the mutual animosity.

In spite of steady progress in restoring diplomatic ties since the 1982 conflict over the disputed South Atlantic islands, sovereignty over the Falklands/Malvinas remains a very contentious and sensitive issue in the UK and Argentina alike.

A British tanker's right to drill for oil in the North Falkland Basin reignited these dormant tensions last month, inciting a war in the media. In the end, Argentina's threats amounted to very little; the issue has largely blown over, likely to be reignited again at some point in the future.

The immediate future of Hondurans, a nation already reeling from problems in security, education, money, and job creation, may depend on his ability to transform the political power struggle of the last seven months into postive results.

Another opposition media outlet has fallen. And it’s not in Venezuela.

Albanisa, a Venezuelan-owned conglomerate that controls below market-value Venezuelan oil imports in Nicaragua and has business ties to Nicaraguan President Daniel Ortega, recently announced the formal purchase of Canal 8, a leading anti-Ortega media outlet, for US$10 million. The deal, which went through in December 2009, was formalized during the week of 25 January 2010.

A new advertising campaign from Quilmes, a leading Argentine beer brand whose name is derived from the town where the first brewery was established during the 19th century, asks what would have happened had the town of Quilmes not been so lucky. The campaign, created by Y&R Argentina which features, TV, radio, digital, OOH, print, and event/street marketing, launched on 16 November 2009 by asking Argentines what would happen if their beloved beverage had been first brewed in other towns in Argentina.

The announcement last July that Colombia would lend the use of certain military bases to U.S. forces unleashed a well-worn debate about sovereignty and U.S. involvement in the Latin America.

In the midst of this uproar relating back to fighting the drug trade, Panama has taken action with its own counternarcotics strategy. On December 1, 2009, Panama quietly announced the establishment of the first of 11 bases at Isla Chapera, an island in the Perlas Archipelago in the Gulf of Panama.
